Employment History
In 1995, Gretchen Toliver was hired as a physicist in the Joint Warfare Applications
Department of the Naval Surface Warfare Center in Dahlgren, Virginia. In this
position Ms. Toliver was responsible for the development of methods to estimate
and evaluate collateral damage to non-military entities due to kinetic weapon
attack. The methods her team initiated led to the development of the Collateral
Damage Estimation Tool (CDET). This tool was first used extensively in Operation
Allied Force and remains in use by military action planners today.
In 2000, Ms. Toliver joined the Research and Development (R&D) Directorate of the Joint Warfare Analysis Center (JWAC), a joint operation al command also located in Dahlgren, Virginia. At JWAC, she led the Strategic Concepts Team and is currently the Program Manager for Modeling & Analysis at the Command. In this position, she leads the R&D of new data, analytic modeling, and visualization techniques that are applied operationally to JWAC’s problem sets for military customers.
Education
Ms. Toliver earned a bachelor’s degree in physics with a mathematics minor
from Randolph-Macon College in 1995. She completed a master’s degree in
engineering management from Old Dominion University in 2001.

Personal Information
Gretchen married John L. Toliver in 2000. The couple has two sons, Sean (age
4) and Ryan (age 2). John also works at the Joint Warfare Analysis Center and
is an officer in the United States Air Force Reserves. The Toliver family currently
resides in LaPlata, Maryland.
